The International Tribunal for the Law of the Sea (ITLOS) in Germany is hosting the fully funded ITLOS Nippon Foundation Training Program 2026, a nine-month fellowship that will run from July 2026 to March 2027. Enhancing participants’ legal knowledge and practical dispute resolution abilities in accordance with the United Nations Convention on the Law of the Sea (UNCLOS) is its main goal. As part of the program, participants will also go to a number of European nations, such as Germany, Belgium, Italy, and the Netherlands.
The Tribunal conducts an annual capacity-building and training program on dispute resolution under the United Nations Convention on the Law of the Sea (‘UNCLOS’) in collaboration with the Nippon Foundation. Every year, starting in July, the nine-month full-time program is held in the Tribunal’s headquarters in Hamburg, Germany. - Litigation Skills: Instruction in document drafting and oral presentation for positions as agents or legal counsel.
- Attendance during live hearings at the Permanent Court of Arbitration (PCA), the International Court of Justice (ICJ), and the ITLOS constitutes court observation.
Institutional Collaborations:
Strategic alliances with internationally recognized research institutions benefit fellows:
- The Max Planck Foundation (Heidelberg) is primarily concerned with comparative public law and dispute resolution.
- Advanced training on Arctic and international marine issues is offered by the Norwegian Centre for the Law of the Sea (Tromsø).
International Study Visits:
- Short group trips (two to five days) throughout Europe are included to the program.
- Fellows have the chance to see high-level diplomatic and legal meetings firsthand and have privileged access to international specialists when accompanied by legal officials.

Eligibility Criteria:
- Candidates from underdeveloped nations may apply for the Fellowship.
- The age range of applicants must be 25 to 40.
- Education: a law degree and a track record of successful research.
- Career: Researchers (ocean/maritime legal concerns) or junior to mid-level government officials (ocean affairs/maritime law).
- Research Proposal: Applicants must suggest a topic of study that is pertinent to their state’s implementation of UNCLOS, particularly Part XV.
- Nomination: The nominating entity must describe the applicant’s responsibilities and the ways in which training will help the state or institution.
- Language Proficiency: Working knowledge of one language and excellent command of either French or English. The main language of instruction is English.
