Indian Railways has introduced new ticket cancellation and refund rules aimed at stopping ticket black marketing while giving genuine passengers more flexibility.
The updated policy, announced by Railways Minister Ashwini Vaishnaw, will come into effect in phases between April 1 and April 15, 2026.
Why Railways Changed the Cancellation Rules
Ticket touts often book large numbers of seats and cancel them close to departure if they fail to sell them at higher prices. This practice reduces ticket availability for regular passengers and increases unfair price manipulation.
To tackle this issue, Indian Railways has linked refund amounts directly to how early a ticket is cancelled. The closer the cancellation is to departure, the lower the refund.
The biggest change is the introduction of a zero refund window starting 8 hours before train departure.

More than 72 Hours Before Departure
If you cancelled your railway ticket more than 72 hours before the departure time, then you will receive the highest refund. Only a basic cancellation charge will be deducted per person.
Between 72 and 24 Hours Before Departure
In case you cancelled your Indian railway ticket between 72 and 24 hours before the departure, you will get a 75 per cent refund. About 25 per cent of the ticket fare will be deducted as a cancellation fee.
Between 24 and 8 Hours Before Departure
Tickets cancelled between 24 hours and 8 hours before the departure time will be eligible for a refund of 50% of the ticket amount. Half of the ticket fare will be deducted.
Less Than 8 hours Before Departure
In case you cancelled your confirmed Indian Railway ticket in less than 8 hours before deparure then no refund will be provided. The whole ticket fare will be charged as cancellation fees.

This is especially useful in large cities where multiple railway stations serve the same area. Travellers stuck in traffic or travelling from a different part of the city can select a more convenient boarding point at short notice.
Cities where this change is particularly helpful include Delhi, Mumbai, Kolkata and Bengaluru.
