Canada is quietly shrinking the number of new international students and foreign workers entering the country. And the drop is steep. In March 2026 alone, new student arrivals fell 88% compared to March 2024. Worker arrivals dropped 78%.
For foreign students and professionals, this matters more than most headlines about immigration caps. India remains one of Canada’s biggest source markets for both study permits and work permits. Fewer approvals now mean tougher competition, slower intake, and far more scrutiny on applications.

Canada’s Immigration Numbers Are Falling Fast
According to IRCC data, there has been a sharp drop in both student and worker arrivals, with numbers falling month after month since 2024.
| Category | 2024 | 2025 | 2026 (Jan-Mar) |
|---|---|---|---|
| Study Permit Holders | 292,970 | 115,180 | 11,195 |
| Work Permit Holders | 393,305 | 208,815 | 36,535 |
Canada says total temporary arrivals between January and March 2026 are down 75% compared to the same period in 2024.
Student Arrivals Have Crashed
Canada recorded just 2,085 new student arrivals in March 2026. Compare that with 16,860 in March 2024.
| Month | Student Arrivals |
|---|---|
| Mar 2024 | 16,860 |
| Mar 2025 | 3,810 |
| Mar 2026 | 2,085 |
The government says the decline comes after:
- Caps on international student permits
- Mandatory verification of college acceptance letters
- Higher proof-of-funds requirements
- Planned reductions through 2028
Here’s the thing. Canada is no longer chasing volume. It now wants fewer students with stronger finances, cleaner documentation, and clearer post-study plans.
Indian applicants ₹are likely to face tighter reviews, especially for private colleges and lesser-known institutions.
Work Permit Arrivals Also Falling Fast
Worker arrivals are shrinking, too. Canada recorded 13,910 new worker arrivals in March 2026, down sharply from nearly 64,000 combined arrivals in March 2024.
| Month | Worker Arrivals |
|---|---|
| Mar 2024 | 63,640 |
| Mar 2025 | 18,500 |
| Mar 2026 | 13,910 |
Canada has tightened several programs, including:
- Low-wage Temporary Foreign Worker hiring
- Post-Graduation Work Permit eligibility
- Open work permits for spouses
- Employer access in high-unemployment regions
At the same time, Canada says it will prioritise workers already inside the country for permanent residence pathways.
That is becoming a global trend now. Countries once competing aggressively for international students are shifting toward controlled migration and labour-market targeting instead.
What Indian Travellers, Students, and Workers Should Expect
If you are planning to visit Canada in 2026, expect:
- Longer preparation time before applying
- More financial proof requirements
- Stronger focus on genuine study intent
- Extra checks on colleges and employers
- Higher rejection risks for weak applications
Flights from India remain well-connected via Air Canada, Air India, and multiple one-stop Gulf and European carriers. But getting the visa is now the harder part.
Take
We think Canada’s tighter approach was inevitable. The easy-entry phase is clearly over. Indian applicants with strong finances and genuine plans still have opportunities, but casual applications will struggle.
