Ontario has scrapped its existing employer-driven immigration streams and replaced them with a single Ontario Workforce Priority program from June 26, 2026. Old EOIs Cancelled, New Applications Required
Ontario has temporarily shut its EOI system while it rolls out the new framework. Any EOI that did not receive an invitation has now been withdrawn, and no further invitations will be issued under the old streams.
Once the system reopens, applicants must submit a new EOI, while employers will also need to file fresh job offers through the updated Employer Portal.
Applications already submitted under the previous streams will continue to be processed under the rules that applied when they were filed.
One Stream, Three Pathways
The new Ontario Workforce Priority stream replaces eight former OINP employer nomination streams with three pathways:
- Workers in TEER 0 to 3 occupations
- Workers in TEER 4 to 5 occupations
- Eligible self-employed physicians
The province has also widened eligibility to cover occupations across all NOC TEER 0 to 5 categories, giving more workers access than before.
New Eligibility Rules for Applicants
The redesigned program introduces updated requirements for:
- Work experience
- English or French language proficiency
- Educational qualifications
The exact criteria vary depending on the pathway, so applicants should review the requirements carefully before submitting a new EOI.
For many foreign professionals hoping to secure Canadian permanent residence through an employer, meeting language and education standards could now matter just as much as having a qualifying job offer.
Rural Employers Get More Flexibility
Ontario has lowered employer revenue requirements for eligible rural communities with populations below 150,000. That could allow more businesses outside major cities to sponsor foreign workers for permanent residence.
This reflects a wider trend across Canada, where provinces are increasingly steering newcomers toward smaller communities facing persistent labour shortages.
