Ireland has widened access to its employment permit system, adding new occupations to its Critical Skills list, removing several jobs from its ineligible occupations list, and renewing or introducing quotas for others.
The changes took effect immediately and could create fresh opportunities for skilled foreign workers, including Indians looking to build careers in Europe.
The update follows a year-long review that began in Summer 2025 and focused on labour shortages across construction, healthcare, transport, agri-food, and other sectors.
32 Employment Permit Changes Confirmed
A total of 32 occupations have been affected by the latest review:
- 6 roles added to the Critical Skills Employment Permit (CSEP) route
- 9 occupations removed from the Ineligible Occupations List and are now eligible for General Employment Permits (GEPs)
- 2 occupations made eligible for GEPs under newly introduced quotas
- 15 occupations retained under existing GEP quota arrangements with renewed limits
New Jobs Added to Ireland’s Critical Skills List
The following occupations are now eligible for a Critical Skills Employment Permit:
- Agronomist
- Construction Planner/Scheduler
- Community Eye Care Specialist
- Intellectual Property Professional
- Geospatial Surveyor (Land Surveyor/Geomatics Surveyor)
- Rigger (Games Industry)
For foreign professionals, the addition of construction, surveying, healthcare, and specialist intellectual property roles reflects where Ireland is struggling to find enough workers locally.
Nine More Occupations Now Eligible for General Employment Permits
Ireland has also removed nine occupations from its Ineligible Occupations List, making them eligible for General Employment Permits without quota restrictions:
- Pharmaceutical Technicians (Healthcare-specific)
- Dental Hygienists
- Plastic Lining Technicians
- Steel Fixers
- Fencing Operators/Erectors
- Curtain Wallers
- Printers
- Industrial Machine Knitters
- Concrete Pump Operators
New Quotas Introduced for Seafood Sector Jobs
Two additional occupations have become eligible under the newly established quotas:
- Fish Filleter
- Seafood Operative
At the same time, Ireland has renewed quotas for 15 existing occupations already covered under the General Employment Permit system.
Important Date for Employers
Employers planning to use newly introduced or extended quotas must complete a Labour Market Needs Test before submitting a permit application where required. Applications under these updated quota arrangements can be submitted from 10 June 2026.

The Irish government has also signalled support for removing the so-called “50:50 rule” for employers in the health and social care sector. Currently, employers generally must maintain a workforce that is at least 50% European Economic Area, Swiss, or UK nationals to access the employment permit system.
The proposal remains under consideration and would require legislative changes before taking effect. If approved, it would mark the first major change to the rule since it was introduced in 2006.
