Finland To Tighten Student Visa Rules With New Language And Income Checks

Getting a student visa for Finland may soon become harder for international students, including Indians. The Finnish government is planning stricter immigration rules that would tighten language checks, raise scrutiny over student finances, and delay family reunification rights.

The draft proposal was opened for public consultation on May 18 and is expected to reach Parliament in spring 2026. If approved, the tougher family and income rules could start from spring 2027, while other measures may roll out later that year.

For Indian students eyeing Finnish universities as a cheaper alternative to countries like the UK or Australia, this changes the equation.

Family Members May Have To Wait

Right now, students can apply for residence permits together with their spouse or children. Finland now wants to change that.

Under the proposal, family members would only be allowed to apply after the student has already lived in Finland for one year. That delay could affect many Indian students who travel with dependents, especially married applicants pursuing master’s degrees.

The government also plans to formally fix minimum income requirements in law instead of relying on immigration guidelines. Authorities say some students have arrived without enough money to support themselves and later struggled with rent, food, and daily costs.

Finnish officials also pointed fingers at overseas education agents. According to the government, some students were misled about living costs or arrived already carrying debt linked to recruitment intermediaries.

Language Rules Set To Tighten

Another big change is language testing before arrival.

Finland wants mandatory proof of English or study-language proficiency before granting residence permits. Officials say some students currently arrive with weak language skills and then fail to cope academically.

Under the new proposal, a residence permit could be refused if the applicant does not meet the language requirement.

For Indian applicants, this means universities alone may no longer be enough. Immigration authorities are clearly preparing to independently assess whether students are academically and financially prepared before issuing permits.

Recently, the Interior Ministry also proposed a new citizenship test to assess knowledge of society, laws, and values. The test could take effect as early as next year if approved by parliament. For many applicants, this could add an extra step before obtaining a Finnish passport.
