Vietnam Clarifies Health Declaration Rule: No Mandatory Form for Most Travellers

Planning a trip to Vietnam? You do not need to submit a health declaration before travelling from July 1, 2026, despite earlier reports suggesting otherwise.

Vietnam’s Ministry of Health has clarified that the new health declaration framework is not a routine requirement for everyone entering, leaving, or transiting through the country. Instead, authorities will activate it only if a public health risk or disease outbreak makes it necessary.

Health Declaration Will Be Used Only When Needed

A notice published on June 30 explains that the health declaration provision under Decree No. 165/2026/NĐ-CP creates a legal framework, not a permanent border requirement.

That means travellers heading to Vietnam for holidays, business, or transit do not need to complete an extra health form alongside their e-Visa or visa-free entry documents unless the Ministry of Health specifically announces it.

This reflects a wider trend across Asia, where governments are keeping emergency health tools ready without imposing them during normal travel.

Ignore Unofficial Health Declaration Websites

Vietnam’s Ministry of Health has also warned travellers not to use tokhaiyte.vn for border health declarations.

Officials say that website is not being used for international arrivals, departures, or transit passengers. An official health declaration platform is still under development and will only be launched if authorities decide the requirement is necessary.

If Activated, Here’s How It Will Work

If Vietnam introduces the health declaration in response to a disease outbreak, travellers will be able to complete it:

Digital Arrival Card Still Applies

The clarification does not affect Vietnam’s digital arrival card, known as Pre-Arrival Information.

Unlike the health declaration, this remains an immigration requirement at participating entry points. Eligible foreign travellers should continue submitting their personal, visa, and travel details online before reaching passport control.

What Indian Travellers Should Know

For Indian passport holders flying to Vietnam from cities such as Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, or Kolkata, the process remains unchanged for now.

You should continue to carry your passport, visa or e-Visa if required, and complete Vietnam’s digital arrival card where applicable. There is currently no separate health declaration to submit before departure.
